Russia and Belarus launch Eurasian Charter drafting

Asked about the initiative announced the previous day, Lavrov says Russia, Belarus and participating countries have launched work toward a Eurasian Charter. He says a statement has been published, describes an open expert group and envisages a first meeting in Minsk toward the end of 2026 and another in Moscow in the first half of 2027. Other states have expressed interest in hosting. He opposes an artificial deadline and says the process should be inclusive across the continent and free from outside interference. These are announced drafting and meeting plans rather than an adopted charter or completed meetings.

Lavrov reports that Russia, Belarus and other participating delegations launched Eurasian Charter drafting during the UN high-level week. He describes an open expert process, envisaged sessions in Minsk and Moscow and other prospective hosts, with no artificial deadline. This is a launch of work and announced plans, not an adopted charter. In his October 1 Valdai address, Putin recalls the practical launch at the UN the previous week, names Russia, Belarus, Kazakhstan and Kyrgyzstan in the participating ministerial meeting and describes the charter’s indivisible-security purpose. This retrospective confirmation does not establish an adopted charter or change the original Russia–Belarus initiative into a new launch.
