France 2 investigates rent supplements

France 2's investigation examines rent supplements in regulated French cities through tenant testimony, documents, hidden-camera visits and expert responses. Elsa Levacher pays €740 for a 21 m² Saint-Ouen studio against a calculated €607 ceiling, with a €132 open-view supplement and more than €3,000 paid above the cap; the report says her specific supplement-challenge deadline has passed. It describes above-cap advertisements and landlords citing views, parks, equipment or balconies to justify extras. Corinne Jolly cautions that weak reasons are not automatically illegal and notes limited case law.
