Matviyenko sets autumn budget priorities
Oct 2
In her complete autumn-session opening address, Matviyenko presents the elections as evidence of unity and alleges failed foreign interference, ordering the sovereignty commission to examine it. She uses Russia's annexation and 'reunification' framing for four Ukrainian regions, congratulates Volodin and new or renewed senators, and reviews summer regional work. She says ten bills supporting military-operation participants have been drafted and directs expedited finalization and submission. Her budget priorities are defence, participant support, children's healthcare, social infrastructure and balanced regional finances. She discusses procurement reform, family-centred policy, heritage preservation, government instructions and international parliamentary plans. She also orders scrutiny of senators' regional reporting and the seventeen advisory/expert bodies. These are her political interpretations, priorities and instructions; no bill enactment, independent election audit or completed review is established.
At the October 2 opening Matviyenko prioritizes defence, support for military-operation participants, children's healthcare, social infrastructure and balanced regional budgets with targeted aid and prudent debt policy. She says the government endorsed Council proposals. These are budget priorities and reported endorsement, not final budget enactment.
