Kostyuk warns that 2026–2029 government investment in Far East social and utility infrastructure falls by thirty percent or 101 billion, potentially jeopardizing over five hundred billion of private investment and master plans. She asks to restore unspent Sakhalin-2 receipts, retain 7.6-percent contribution preferences through 2035 in the new unified regime, approve the energy-development programme by November 1 to address shortages, accelerate Il-114 certification and produce small aircraft for remote settlements and medical access. She says Far East governors and Trutnev support the proposals. Matviyenko says they will be considered; impacts are forecasts and remedies requests.
Kostyuk warns that public-infrastructure investment cuts could threaten private investment and master plans. She seeks restoration of unspent Sakhalin-2 receipts, energy-programme approval to address capacity shortages and aircraft certification/production for remote links and healthcare. These are forecast risks and budget-hearing proposals, not new appropriations, approved energy plans or aircraft deliveries. The unified regime's contribution-rate dispute is separately scoped.
