Lavrov refuses to pause military operations during negotiations, arguing that Europe would use the time to replenish Ukraine’s arsenals. On September 24, Macron recalls Monday talks with Trump and Zelenskyy and renews two proposed moratoria: Ukraine would stop striking Russian refineries reciprocally with Russia stopping attacks on Ukraine's energy system and civilian infrastructure, and Black Sea fighting would stop to free blocked grain. Challenged that Russia refused, he cites the Russian foreign minister's UN objection to a ceasefire used to rearm Ukraine and distinguishes his targeted proposals from a frontline ceasefire. He will continue pursuing them; no accepted truce is announced.
